What German packaging law fines actually look like

Germany enforces its packaging law (VerpackG, now under the EU PPWR framework) harder than any other EU country, and the penalty scale reflects it:

Up to €100,000 for registration violations, such as selling into Germany without a LUCID registration or with incomplete registry data.
Up to €200,000 for system participation violations, meaning packaging placed on the German market without a dual-system contract covering it.
A sales ban. Selling without valid registration is prohibited outright, and marketplaces enforce this directly: listings get suspended when a seller cannot show a LUCID number. The register is public, so anyone can check.

What triggers enforcement in practice

The LUCID register cross-checks the volumes you report to it against what your dual system reports. Mismatches and missing reports are visible to the authority without anyone filing a complaint. Competitors also report violations, which German unfair competition law allows them to pursue.
