What Spanish packaging EPR fines actually look like
Spain's packaging EPR regime (Royal Decree 1055/2022) carries a tiered penalty structure:
- Minor infractions, up to €100,000: late reporting, errors in packaging declarations, incomplete registry data.
- Serious and very serious infractions, up to €600,000: operating without EPR registration, failing to join a compliance scheme, systematic evasion of eco-fees.
Foreign distance sellers are in scope: shipping parcels to Spanish consumers places packaging on the Spanish market, which is the act the law regulates.
